DON'T OPERATE ILLEGAL CROSS- BOUNDARY HIRE CAR SERVICE
Pursuant to section 52(3) of the Road Traffic Ordinance (Cap. 374) ("the Ordinance"), no person shall drive or use a motor vehicle; or suffer or permit a motor vehicle to be driven or used, for the carriage of passengers for hire or reward unless the vehicle complies with certain conditions stipulated in the Ordinance (including that a hire car permit is in force for the vehicle). Otherwise, it is an offence. Therefore, if a cross-boundary private car does not have a valid hire car permit, it cannot be driven or used for carriage of passengers for hire or reward. Otherwise, it is an offence. Any person who contravenes section 52(3) of the Ordinance commits an offence and is liable on a first conviction to a maximum fine of HK$10,000 and imprisonment for 6 months ; and on a subsequent conviction to a maximum fine of HK$25,000 and imprisonment for 12 months . Moreover, in accordance with sections 90 to 93 of the Ordinance, if a person is convicted under section 52(3), the licence of his/her vehicle may be suspended for a period of 6 months on first offence; and a period of 12 months on subsequent offence in respect of the same vehicle. The vehicle concerned shall be delivered into the custody of Transport Department during the vehicle licence suspension period.
Important Announcement
1. The "Specified Dates Booking System" will be temporarily suspended from 05:00 a.m. to 08:00 a.m. on 22 March 2026 (Sunday) for system maintenance.
2. TD reminds cross-boundary private car owners of traffic arrangements for HZMB Hong Kong Port and Zhuhai Port during long weekends and festive periods ************** The Transport Department (TD) anticipates that the traffic at Hong Kong-Zhuhai-Macao Bridge (HZMB) Hong Kong Port and Zhuhai Port as well as connecting roads will be relatively busy during long weekends and festive periods. TD hereby appeals cross-boundary private car owners who intended to use the HZMB for returning to Hong Kong during long weekends and festive periods to plan their journeys ahead.
Cross-boundary private car owners are advised to pay attention to special traffic and transport arrangements implemented by Mainland and Hong Kong authorities depending on the actual traffic conditions and the latest traffic announcement issued by relevant authorities, be patient when driving in the vicinities and follow on-site instructions. ************** 3. Transport Department has not launched any mobile phone application for “Northbound Travel for Hong Kong Vehicles” and will not request applicants for the scheme to provide their personal information or to make any payment through any mobile phone application. 4. The TD announced on 3 October 2025 that, starting from 13 October 2025, vehicles approved to participate in the “Northbound Travel for Hong Kong Vehicles” will not be required to apply for a Closed Road Permit (CRP). After the implementation date, there is no need to display the CRP on the vehicle's windscreen. However, existing CRP holders should keep the valid CRPs and the approval letters until expiry so that they can present them to law enforcement officers as documentary proof for verification of the eligibility of the vehicles under the designated schemes when requested.
5. When traveling to Guangdong Province, you must bring along (i) the "Temporary Electronic Vehicle Licence" issued by the Mainland authority; (ii) a valid CRP/ e-Approval Letter; and (iii) policy document of qualified Traffic Accident Liability Insurance for Motor Vehicles (i.e. "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" or "unilateral recognition" insurance). Your vehicle can only enter cross-boundary closed roads and Guangdong Province with a valid CRP/ e-Approval Letter, "Temporary Electronic Vehicle Licence" and qualified Traffic Accident Liability Insurance for Motor Vehicles in the Mainland.
